Afkhami earned her bachelor’s degree in political science from the University of Tehran in 1961. She then went on to receive her master's degree in political science from the University of California, Berkeley in 1964. She returned to Iran in the late 1960s and became the first woman to serve in the Iranian cabinet as the Minister of State for Women's Affairs. In this role, she worked to improve the status of women in Iran by promoting women's education, employment opportunities, and legal rights.
