This led to the formation in 2003 of the Canada School of Public Service which Bourgon was appointed President Emeritus. She served as the Ambassador of the OECD until 2007. Then she was named a distinguished fellow of The Centre for International Governance Innovation (CIGI) as well as a visiting Professor at the University of Waterloo where she is conducting research on a variety of projects that promote good governance as well as the field that is public administration. She worked in various departments such as Consumer and Corporate Affairs (Industry) the Cabinet Secretary of Federal-Provincial Relations, President of Canadian International Development Agency (CIDA) as well as Transport Canada.
In 1994 She was named Clerk of Privy Council and Secretary to the Canadian Cabinet making her one of the very first women to be able to perform these duties in Canada.
